I am trying hard to make a butter cream frosting. I have added lil milk too but it is not mixing well. The castor sugar is as it is. The unsalted butter was at room temperature and exactly the way it should be. What should I do?

What recipe are you using? Are you making a classic American buttercream? If so, you should be using powdered sugar.
Yes, I am using the same ingredients. Yet, it's not happening.
try using icing sugar for buttercream instead of the caster. if holds better and much smoother.

No, you can't. You do not want to substitute icing (powdered) sugar for granulated sugar in a cake recipe.
I have a question about Milk Kefir as the fluid in a sourdough starters is it a good option?
I haven't tried it so I can't recommend it.

I wouldn't do that. Powdered sugar contains cornstarch which will effect the texture of your cheesecake. It might also make it crack.
