Yeah, I've read that the majority of the DNA damage from ionizing radiation overall is indirect as you mentioned which makes sense given that water is a much bigger (more abundant) target to ionization than DNA itself. en.wikipedia.org/wiki/Radiation_damage#Effects_on_water
