Vic Viper is a actually a reference to the Vic Viper from the Gradius Series. Kojima always loved the series and felt the Vic Viper design always reminded me of a "plane" mode of a robot. And since they needed a special vehicle for Leo in the second game... Welll...

The Vic Viper is a reference to Gradius indeed. You even have an hidden mini-game who is basicly Gradius with the Vic Viper.

Yup. It's an homage from famous ZOE and MGS mech and character designer Yogi Shinkawa, who is a Gradius fan.
