okay so for the 'latinos being obsessed with dbz', as a brazilian, it's because over here a lot of anime was on free to air tv channels from the 80s or 90s to early/mid 2010s, so multiple generations have grown up on it, the 'big three' over here were dragon ball, saint seiya and yu yu hakusho

Yeah, I think the meme is more prevalent in the English-speaking DB fandom. Here in Spanish-speaking Latin America Vegeta said "Over 8000", but in shocked tone. The meme kind of exists but in variation, usually a screenshot from the scene with Vegeta saying something like, "His stupidity level is off the charts"
My favorite part of DB memes are curimomos, straight up from Mexico. These are hard to describe, but just imagine situations from the series, recreated in memes using a lot of meme formats from the past and present, usually you see characters from other media poorly redrawn to resemble DB characters, either with the original dialogues or the meme captions
