In my opinion the mangroves is a good initiative because of the sea level rising and the mangroves keep the water into the sea.. as it acts as natural barriers against erosion, floods, tsunamis etc
Mangroves protect against beach erosion by wave action. Mangroves do not protect against sea level rise. We need to build higher sea walls or reclaim land from the sea by build up the mudflats with sand from the interior. This is how we can prepare for sea level rise.

The pipes become brittle and broken. Why is this debatable. Just look around you. Which pipes have lasted 50-60 years or more in public infrastructure? They are cast iron pipes not PVC pipes. Again why is this a debate?
I recommend that you read the book by Robert A Caro entitled The Power Broker, Robert Moses and the fall of New York, to understand the history of the Parkway system in New York and how they were built by Robert Moses in the first half of the 20th century.
