Sure no problem. In the Hairdryer, the wire was more or less directly connected to the mains. So I think you need to connect it to mains power to get comparable heat out of the included wire for the whole length. But I never hacked it in that way. So my experience is limited...
I don't know how vapes are set up. But I guess that they are also using a wire to heat the oil. Best thing would be to measure a vape heater and then adjust the hair dryer coil accordingly. Another thing to keep in mind is that the hairdryer coil was not meant to be used in water or oil. So maybe there will be more issues with insolation or chemical reactions of the metal...
I have that same hair dryer configuration and the coil is magnetic --- nichrome is not a magnetic material - so I don't know what this wire is.

Depends on the model. Some have the option to disable the heater. Or you cut the power to the heating elemet (not recomended)

As far as I remember there was no voltage transformation before the wire. So it runs on mains power (220V). But be careful!
