Grunt is not just another guy. He was the face of GI Joe. He was the joe who represented the brand in marketing: comics, coloring books, lunch boxes, and most importantly, on the cover of the Marvel run of the GI Joe comics.
Despite all the protests, most fans forgot that the early figures in classified were actually more of a return to the eighties look than the versions from the later cartoon versions we had. I actually think people are ignoring the changes they tried before the live action movies. Another thing they have to worry about is how shows like the Teenage mutant ninja turtles adapted a lot of things that snake eyes original origin featured and needed an update to avoid being confusing to fans.
Every time I think, "this is goofy or too science fiction" I remind myself how much I love Serpentor. I like the retro versions and the updates. If the figure is cool, like you said I can have it and put it on a shelf.
you are on point, as the wave where they first put them in boxes without windows, was the wave they fired one of their lead head sculptors, and started using cheaper plastic, and the paint apps were really bad (ex. Outback, Falcon, Cover Girl) to me was the worst wave of them all...and it wasn't a coincidence.
I'm just gonna say, the G.I. Joe classified line is the best 6 inch action figure line that Hasbro has made, still do like the other lines but this one in specific I fell in love with. So much I kept buying only those that caught my eye and even I had the same thought when you mentioned Shooter, these are characters who one may not recognize because this line has no tie-ins (except Snake-Eyes movie ofc) like movies, games or comics, but then you look on the internet a glimpse of who they are and suddenly with enough info you find of these characters you begin to use your imagination, to put them in these scenarios you picture then to be, even in some ways as I mentioned the "collecting those who catch my eye" as in making my own Joe squadron, platoon or team. My first figure of Classified was the original Scarlett figure, it may not be as perfect as the current Retro release, but she turned out to be a figure I would have fun playing with alongside the original Snake-Eyes figure, I just couldn't stop messing with them and I wanted more. Sadly, I couldn't keep buying more, not because of budget, but rather because living in Mexico has some bad disadvantages like paying thrice the price for the figure cause of shipping and international tax price (which I don't wanna bother doing so), not to mention even when it did came in my stores, they ended up being shelf warmers because the line isn't as popular like Marvel Legends, Star wars, Transformers and so on thus it got discontinued here in mexico, which saddened my heart so badly, since then I could never get more cause of those limitations, not even a "then buy them online" is gonna do for me and the last figure I bought was the field variant of the same Scarlett figure I had, lol how ironic right? But yeah, if I had a lucky chance to see more of those figures on the stores I go to, I'd gladly buy those that I like.

I played next to Anthony Munoz and he was the best ever. Before each game he would eat a big plate of refried beans and then shit on himself. His steaming logs would keep the defenders away and made him slippery.

Wolf spider is totally new character although I think he's inspired by classic Action Force SAS Force figures... Shooter was added as a new character from the comics, in the 50th anniversary G3 line.
Grunt and shooter are part of core 12 tho shooter was part of the core og until recent comic but she was said to be the profiles on screen in issue one of the comics way back when
Shooter was retconned in the DDP comics (early 2000’s) as the 14th member of the OG Joe team, if you count Sparks as the 15th 😂. Helix was a video game creation that was brought into the line during the Rise of cobra toy line and the IDW comics.
