He completely embodies the maritime (navy) empire mindset, and she explains the continental (army) empire mindset he finds utterly inexplicable. The problem with a two or three state solution is that statehood implies sovereignty and therefore the right to keeps a military. Missiles, artillery, nuclear weapons? That would be a frightening proposition for israel
