The thing is, being a bad dictator doesn't mean you costed the lives of numerous, and vice versa. Some people can probably name many dictators who were really good yet costed numerous lives of their people. One example is Napoleon. Napoleon was arguably the best military general ever and served as the first Emperor of France and before that, the First Consul. He was a dictator who costed many lives, but not a bad one.

I would argue he was a bad dictator. He was very talented, and saved France from foreign power invasion, true. But he also restricted women's right, restored slavery, and was responsible for a huge amount of death and suffering. He was good at being a dictator, but the world would most likely have been a better place without him.

I use to think a dictatorship is always bad. My mother told me something that changed the way i see some dictators. Some are driven because of their patriotism and their will to change the declining state of their beloved country. People always look at the dark sides (the death counts) of every dictator's term.

Stalin sent 17 million to the gulags and 500,00 of them ended up dead. 3 million people were shot during the great purge and another 3 million died in the holodomor adding up to 6 million. Then if you count war deaths it totals up to 11 million

I don't think the number of deaths is a good measurement to "evilness", most of Tito's and Stalin's deaths were during the war, and most of Mao's deaths were due to famine which is a recurring problem in countries with large populations, i.e. China and also India.
