According to the lore, the dunmer of Vvardenfell had a unique accent or something (personally I don't hear it. Is it the cancer-patient voice in the males?) and they can sniff out a non-native dunmer by mannerisms and accents alone. And due to the non-nativeness of said outland dunmer, they get treated like any other outlander because the dunmer of Vvardenfell are way too up their own ass with pride to think of a more socially acceptable interaction.
