Most mutations are neither good or bad, but neutral. In coding regions (regions that produce proteins), most substitutions are synonymous (meaning they code for identical amino acids - usually at third positions of codons). In non-coding regions, which is about 98% of the human genome, substitutions have zero consequences and are thus considered neutral substitutions or mutations.
