how the hell is collecting rain water illegal
Strangely, it seems to be illegal in Oregon

@@smite4032 dunno! Maybe that the surfaces on which the rain is collected (roofs) are not the cleanest things out there, or maybe it has something to do with people’s storage of water (possible bacteria build up). It seems odd, though, that they can’t even store water for use only in the garden.
