- This edition of the 2024 Maryland Year In Review examines what was anything but a typical year for the Baltimore City Department of Public Works. The DPW faced scrutiny amid an inspector general's investigation into excessive heat practices and unsafe working conditions. Shortly thereafter, the department mourned employees who died while on the job this year: Ronald Silver II and Timothy Cartwell. Two others were shot in May and August. An independent review ordered by the mayor found a history of heat-related episodes and inadequate training, among other things. The city's inspector general told 11 News Investigates that the findings from the independent review came as no surprise. She also revealed that there were issues with DPW data submitted to her office regarding heat-related illnesses since 2021.
