Rather than "once per turn", which Magic has never put on instants/sorceries, a similar fix would be giving Islands you control "Tap: Add UU", which naturally wouldn't stack across multiple copies, only giving the same ability to tap for two mana over again. There would be a bit of a further nerf in that dual lands couldn't tap for blue + another color, and as-is it would prevent future Islands played that turn from benefiting, but if we're considering changing it from instant to sorcery, it could just as easily be a single turn enchantment like Dress Down or Underworld Breach, which honestly fits pretty well with the idea of the tides coming in and out.
Prophetic Prism found its way on the banlist after Astrolabe was banned as a swap for Astrolabe once players realized it could just take its place and not impact deck building at all
Discard one random + one of their choice for three mana already exists... It's called Stupor. We just need to wait until they reprint it downshifted at common :D
Our in-house fix for sanctuary was for it to return it only if it came into play tapped, which weakend it enough due to how it forced the user to change their manabases but also how they would need to sequence things. The astrolabe on the other hand is exactly what you said. Make it only be used in snow spells and you get a 5C snow deck which was strong enough to be competitive but not in every deck.
Prior to unification there were some paper tournaments run with High Tide legal It was a strong contender (at a time when several now-banned cards were still legal) Perhaps the presence of several untap effects on the ban list (eg Frantic, Drake and Faeries) means that they want to limit these decks that way rather than via the enabler Although the Cloudpost ban (and the continued ban of High Tide) suggests they prefer to ban both halves of the interaction Conditional on the untap effects remaining banned and no new ones being introduced, maybe High Tide is safer than Sinkhole or Hymn But in a generic sense it is much stronger
Considering bubbling muck has done absolutely nothing in the format, I personally believe high tide could be introduced with little to no problem whatsoever. I know black has a whole lot less combo potential than blue but even still.
@@brandonguffey5959 prophetic prism is banned in pauper too, because of tron and the same reasons as Arcum's Astrolabe, card adventage with mana filtering is just too much even on two manas.
High tide isn't any good because they've already banned all the urza block untappers like cloud of faeries and peregrine drake for being broken in decks that didn't have high tide. Stupor is the fixed hymn to tourach it just hasn't been printed at common. I doubt it would be too good for pauper though it is more castable at 2B for multicolor decks.

Seems like you and WotC believe that player casting = fun and player being denied from casting = not fun, therefore countering is inherently more fun than mana removal for example. What does everyone else here think about that simplistic reasoning?
You can absolutely ignore or house-rule the ban list all you want if you're playing "player made" games. In events that are sanctioned by Wizards, you have to abide by their rules, or report it as being "casual" or "freeform". That's what the ban lists are for, sanctioned events.
Players have no business dictating how Wizards runs a version of their format where they have to foot out for a prize pool. It's just like with EDH - individual playgroups can just follow their own ruleset. If someone runs the venue and pays for prizes, they decide on the rules. If you disagree with the rules, run your own games.

The snow pip(s) are a downside, but in pauper, probably not a relevant one. Why they thought it was worth an entire mana, I have no idea.
