You can’t really go in the center of milan by car unless you live there or pay for it, also it’s in general easier to go by with public transportation or walking/by bycicle
Milan made huge efforts during covid and since then to reduce areas with cars. When you see it from the air its easier to appreciate how few cars there are in central areas

Nope. Milan is too small and provincial to be a capital city. Rome is the only large and monumental metropolis in Italy. Then come Turin and Naples (both former capitals). But not Milan.
