Yeah, when you look at the card compared to Treasure Map from Ixalan it's ridiculous that it got printed as is, since not only is the activated ability stronger overall, but also the card can turn into a 4/4 creature even before you use all three charges of the ability.
As long as you play another creature, the threat of being a 4/4 gives you a free pass to the midgame which virtually ensures that you will benefit from the card draw you'll be getting.
Heart of Kiran having vigilance is interesting with its last ability. If a power 1-3 creature is attacking one of your planeswalkers, activating the Heart is effectively free.
Kind of strange that most of the non-Standard points for the #1 came after it rotated out, like people were sleeping on it even though it was getting a lot of Standard play.
I don't know why I expected Smuggler's Copter to be #1 when the card was banned. But hey, vehicles were never my forte. I mean, they wouldn't even make it onto "Top 10 Vintage Cards (Minus Power 9)"!
I think the funniest thing is, for me, the most powerful vehicle is not even on this list : shorikai, genesis engine was printed in commander and is uw so hard to come up in anything but uw control but it is one hell of a beast Banned in duel commander (a format that is not that well known)

Yep! It needed to cost more to draw and/or come with fewer charge counters and/or give you less when you run out of charge counters.

I bought a Bankbuster for my vehicle commander deck for less than .50. Damn it jumped up.

Definitely the best Vehicle in commander for sure.
Shorikai is never crewed though. More of an artifact, a card draw engine, than a vehicle.

Because they aren't creatures when they aren't crewed, and they aren't often crewed on your opponent's turn.
