does the pto need to be in any position or dosnt it matter

For some reason, that technique doesn’t work on my Ford 1940 9 N. I did exactly what was demonstrated....put the PTO lever to the forward, or off, position, raised the hydraulic lever and cranked the PTO for ten minutes....nada. Any ideas?

Try putting the lever into the ON position
