Tbf I think the idea of sisters as so fanatical that they hate everyone outside of their order is inaccurate in universe, because the sisters are actually loved by both guardsmen and citizens alike almost universally thanks to their efforts to help the downtrodden (Remember a big part of the sisters activities is actually non combat related and the non combat orders like the sisters hospitaliers have an overwhelmingly positive relationship with the rest of the Imperium) Sisters of battle themselves are known to be massive morale boosters for troops of the Imperium, motivating guardsmen to go above and beyond what is usually required of them.
They definitely don't hate people for being insufficiently pious, so long as they're legitimately trying. They understand that regular people don't have the same training, etc and expect far less of them. I mean, so long as they're not being heretical, mutants, etc anyways. The vast majority of the books show them as basically treating people as their flock to inspire and protect, and often being genuinely fond of them, as well as respecting and honoring those who do their job and die for the Emperor. Yeah, there's lots of grimdark with the Sisters for sure, but the idea they hate everyone not of their order is absurd.

Yeah the ministorum is corrupt (just like most of the bureaucracy) but its also a genuine force of good for the average imperial citizen. Whereas the administratum tends to be cold and uncaring, it is in fact the religious institution that holds the majority of the charity programs in the Imperium. For every cardinal who abuses his powers purely for his own privileges there is a priest who is genuinely a true believer and who tends to his flock as best he can In Cadian Blood there is an exemple of a high ranked ministorum official who actually isn’t corrupt nor evil; and who really wants to help the refugees and the local population of the planet (altho in true grimdark fashion he gers betrayed and murdered at some point during the story)
