I briefly lived in FL, in Palm Coast as well as St. Augustine from Feb 2018 - April 2019 before I had to move back to Delaware. Those first dumplings are gyoza/potstickers, and they are steamed in a pan with water and oil. As the water boils off, the oil remains and fries the bottom. This is how they're supposed to be.
