Not just the coolest but the cutest thing I have ever seen you promote Tyler. I have seen similar things called Tiny TV Classics. These are retro sets built like the set you just showed, but they have preloaded in them clips from classic and more recent hit shows from Batman to South Park to Friends and movies like Jaws or Jurassic Park. They work on the same concept (remote included) but have no download capabilities. BUT...when you reach the end...up comes a test pattern and the Gaussian noise or "snow" just like in those old sign-offs of TV stations from back in the day.
So I ordered this thing, and it got here a couple of days sooner than expected. I'm glad I jumped right on this, because now it seems they bare sold out at Amazon, perhaps due to this video? This thing is super cool. The pre-installed videos were interesting; that Gumby cartoon was kinda creepy, and the Yule Log thing reminded me of Christmas Eve on WPIX in New York when I was a kid. Putting your own videos on it is easy. One thing I forgot to do before I ordered it was to check to make sure the software would work on a Mac; it does, fortunately. Super easy to use; I tested it with a short video, the opening and closing theme from Top Cat (thanks, MeTV Toons, for putting that catchy theme song into my head). Now I have to put some more videos on it and then I'll take it out and show it off!
There actually is a way to stream video to the TV using the USB-C cable but I didn't realize it until after I made the video. Even then, I wasn't able to figure it out. At this point, most TVs probably aren't even used to pick up broadcasts anyway. My guess is most are used for streaming on demand content, which is exactly what the Tiny TV does.
The term Television just means transfer of visuals, so it would still count. As Tyler said, it can do streaming of video if needed but it won't get live over the air broadcasts.
I could see something like this for modeling applications. Years ago, when the White House model was traveling the country.. in the late 1980's they had something very similar, but it used Sony's tiny CRT from the Watchman TV product line, connected to a hidden VCR. For the time, it was very realistic.

I certainly enjoy anything retro from the 70's,80's,and 90's eras. This is one thing that I do not have,however. One thing that I think would be cool to have is one of those desktop size arcades that have a favorite game on them(like PacMan or Mrs PacMan). Granted,I don't know if I want to spend 60 dollars or more on one but we will see.

Another good retro would be a 10 inch color Emerson NTSC. Add a 700TVL camera, and your kids would have a completely portable production and watch 12 volt combo. What's still missing? A 50 watt transmitter, like the Videofreex had, and a VCR with a big stack of VHS tapes to erase and record. Be Kind Rewind.

I had a 2" Casio tv with a tuner 30 years ago, but I couldn't hook cable up to it and gave it away. I've since cut the cord and wish I still had the tv, lol. I'm surprised a fully functioning tiny tv is still* not available. I'm assuming one never will exist at this point.
The smallest standalone portable TV with an ATSC tuner built in is about 5 inches. However, you can get one as small as 3 inches if you purchase the MyGica ATSC TV tuner dongle and connect it to a small Android smartphone like the Motorola RAZR 5G. I actually did this back when I owned the phone.

This looks cool for a novelty gift, if this was a keychain, there would be lot of use for this device. You could take it on the go in places that have no internet access and watch small video!
You could probably drill a really small hole into the side of screw slots on the back and put it on a key chain but I'm not sure how durable it is in the way keys typically get banged around dropped.
