They've said multiple times that they can't find "decent footage", or something. I guess some of the footage from the earlier days is not high quality and for some reason that disqualifies it. Or maybe it's blocked in the UK. I would say that even if the video quality is off, Norm was never not funny in talk shows.

Norm's Moth Joke is him just riffing off the cuff because he wasn't aware he had more time to fill, and it shows how good he is even when something isn't a practiced and rehearsed set.
Norm has said in interviews that he has great punchlines and concepts, and he improvs the filler and build ups so it seems less like it’s written material.

You are right Norm very very likely didn't have a plan for that set beforehand, but he himself thought of himself as a material based comic, which is interesting because he is known to always be funny of the top e.g. in interviews. I believe a few years ago he said multiple times that he has about 11 hours of good material he can go to which is absolutely ridiculous. If you dive deep into the rabbit hole you will notice that even the stuff that seems improvised is actual material because you will find multiple interviews where you can actually follow the progression of certain bits or jokes over the years. Don't get me wrong he is definitely spontaneously funny, but I feel like saying that takes away from his incredible dedication to the craft. He also once mentioned that his goal is to have a joke for EVERY subject there is. Anyways for me he truly is the funniest man I have ever heard and I listen to his radio interviews, talk shows, standup, podcast etc. on repeat. Love y'all and rest easy old chunk of coal.

Apparently the "Moth" joke on Conan was thought up during a commercial break. He was doing Conan a favour to extend his time on the show because a guest behind him didn't show...I believe Conan told that story recently. Also a great bit he did was "the scrabble story" a long time ago on Letterman, and I think that was just after the SNL ordeal
This style of comedy is very Canadian. It’s almost Irish. I grew up on comedy from the UK in Canada and sarcasm is a big part of it. I love it. Norm was pretty conservative for a Canadian, but his style is pretty common here. We won’t scream in or your face or get violent. We just smile and make sarcastic comments under our breath as we’re walking away.

That makes a lot of sense listening to his material. You can tell there has to be an underlying structure to it, but it seems so improvised as well.
