Let us have comparative study about an IAS officer in general and District Magistrate(DM) in particular with MLA:-
1) Jurisdiction-In India, all district are bigger in term of area as well as population. Usually, there are 3-10 legislative assemblies in district and 1-2 parliamentary constituencies.
2) Wing of Government-IAS officers irrespective of their postings are part of permanent executive whereas MPs,MLAs and other public representatives forms legislature in country but when they are appointed as Ministers,CMs or as PM they become part of political executive i.e. temporary executive.
3) Accountabilty-DMs report to state governments directly or through Divisional Commissioners whereas MLAs don’t report to anyone as they are answerable only to public.Though they have loyalties to their political parties from which they represent.
4) Duties and Responsibilities-DM has more executive,administrative,financial powers than MPs,MLAs as he has control over most of the government departments like PWD,DUDA,DRDA,Jal Nigam,municipal councils,police,blocks,villages panchayat etc. In total an average district gets 400 crores of annual budget in which DM has power to sanction. MPs and MLAs have MPLADS and MLALADS schemes which empower them to sanction 5 crores and 2 crores rupees respectively in their constituencies which are also sanctioned only after permission granted by DM.
5) Appointment procedure- IAS officer is selected by UPSC after clearing Civil services examination and get transferred by DoPT(in central government) and by GAD(in state government) whereas MLAs and MPs are elected by public.
6) Representation-DM is representative of authority of state government in district whereas MLAs and MPs are representatives of public in their constituencies.
7) Discretionary Powers-DM being head of executive magistrates in district have power to order curfew,Section-144 and other orders like shoot at sight ,he also hold revenue courts,etc whereas MLAs and MPs only pass or reject bills in state assemblies and parliament. They don’t have other powers.
8) Tenure-IAS officers serve country for 35 to 40 years whereas MLAs and MPs for fixed tenure of 5 years but can be re-elected.
9) Miscellaneous-MLAs and MPs can’t take any decisions on their own to cancel any order of DMs in their district but can approach to CM to transfer or suspend him. It is prerogative of CM(being real executive head of state) to choose officer on his discretion. In states where GAD(General Administration Department) portfolio is given to Minister(permanent executive),there he transfer IAS officers in state.But since MLAs can blackmail minority governments as they may withdraw their support from government,then DMs gets transferred. But under some conditions even it may backlash on MLAs when IAS officers turns tables like imagine if an IAS officer is son-in law of influential Ministers (eg. Shivpal Yadav’s son-in law currently posted as DM in a district of UP) then you can imagine local MLA pissing in pants.
Now coming back to question is an IAS officer(lets take DM in case) is more powerful than MLA .I think question is irrelevant as i believe he has more responsibilities and duties than MLA or even MP. Indian public believes more in an IAS officer than MLAs no matter though many of IAS officers are corrupt too.Also IAS officers take all decision more judicious in manner than MLAs because of belonging to much more disciplined service.But yes,there are many exceptions in service too

IAS officers are reason behind every govt program..they only formulate and make sure to deliver to the people..they are the makers...most of the times ministers jus sign pedataru officers ichhina guidelines mida ..n ias is not easy job u have to dedicate ur life to become ias not like winning elections by distributing money,or using caste r religion(few excempted though)
