Kirei develops throughout the anime to be a piece of shit, the more sadistic kicks he does the happier he got, he went from having a boring and stale life as a priest to having the time of his life and learnt how to enjoy it more while Kiritsugu mostly stays the same, he never got happy and his ironic fate of killing the many to save the few fits his ideology, and Kirei "won" in the end in the sense that the "antagonist" won but at what cost and resulted to them ultimately losing. TLDR: Kirei was a bastard treated like a protagonist while Kiritsugu was trying to do the greater good in the expense of a lot of people and was narratively treated like an antagonist.

Some are not comparing. They are literally same in many ways. Those parallel are shown many times in heaven's feel route of fate stay night. Kirei don't able yo understand his nature. He want to become a good guy by throwing his nature. Shirou on the other want to become a better person by accepting nature. Best example is mapo tofu scene of heaven's feel which is not correctly shown in movie.
And the parallel goes even further when you realize that even their personal issues are similar: due to his survivor's guilt, Shirou feels unworthy to have strictly personal wishes or interests . It's implied (if not outright stated) that if he continues to forsake his own feelings and desires for others he will become an empty shell that feels alive only when he's helping people, just like Kirei who only feels alive when he makes people suffer

if i remembered correctly, in the novel there was a part that he said that he enjoyed fully watching Rin receiving the dagger while trying to hold her cry, he also described that moment was like a fine wine that he would never forget. now we all appreciate that he was eventually killed by Shirou with the same dagger he used to kill Rin's father.
I like to think of Fate/Zero as an offbeat comedy about a listless, depressed man finding meaning in life, and realising that you can can grant your own greatest wish!

So basically kirei is the opposite distorted version of Shirou who finds extreme joy in others despair while shirou in others happiness i can see why som people compare them.
Some are not comparing. They are literally same in many ways. Those parallel are shown many times in heaven's feel route of fate stay night. Kirei don't able yo understand his nature. He want to become a good guy by throwing his nature. Shirou on the other want to become a better person by accepting nature. Best example is mapo tofu scene of heaven's feel which is not correctly shown in movie.
And the parallel goes even further when you realize that even their personal issues are similar: due to his survivor's guilt, Shirou feels unworthy to have strictly personal wishes or interests . It's implied (if not outright stated) that if he continues to forsake his own feelings and desires for others he will become an empty shell that feels alive only when he's helping people, just like Kirei who only feels alive when he makes people suffer

OOOHH BOY, he was having the time of his life, not only the grail was the most ugly and stained possible, which is everything he could possibly wish for, but shirou there is Someone who would do anything for the sake of one person, even letting others die. This was something he din't think It would be so interesting and Fun, i mean they even teamed up to try to save illya but as angra mayu was the last thing hurting Sakura, shirou decides to destroy It and kotomine decides that It has the right to be born even though is totally evil, leading to a epic fight.
Look in UBW route he IS totally in the background and is killed because nasu remenbered him, i mean the star of the route is Gilgamesh after all, he din't have any Fun there and mostly thanks to medea.

if i remembered correctly, in the novel there was a part that he said that he enjoyed fully watching Rin receiving the dagger while trying to hold her cry, he also described that moment was like a fine wine that he would never forget. now we all appreciate that he was eventually killed by Shirou with the same dagger he used to kill Rin's father.
