That’s not saying much considering all of their modern games have been desperate mediocre attempts from a company that had to claw its way out of bankruptcy for years by making pachinko games. Sure this will be better than kof14 and 15 but that’s a very low bar to clear for one of the (most formerly) prestigious fighting game companies of all time. Still a long way to go still to reach their former glory let alone surpass it
Honestly, I don't mind the new look. We're used to it, but Terry's Garou look is pretty different to his normal one, so why would Billy look the same? The stuff he's wearing isn't all that far from his other outfits, it's just the lack of bandana throwing people off. This just makes me more excited for other original Fatal Fury characters to appear, because it's clear SNK isn't hesitating to revamp their designs in fun new ways.
Personally, I wasn't expecting Billy without the bandana but I'm glad they didn't play it too safe and just used the same design. There's a huge gap between real bout and MotW/CotW they have to do something different. Though they're probably going to have a challenge redesigning May. Some of her fans probably wouldn't like a change too drastic.

That's the question I asked myself at first but a comment on the trailer brought up a possible explanation. My first guess is that he wasn't quite ready on time. While Billy is clearly the bigger reveal, the people who care about Kevin are mostly the competitive MoTW players, while Billy is a famous SnK character that even casual KoF players would know. As such, revealing Kevin to the big competitive fighting game event, that his people are likely to be/Attending and Billy at the Chinajoy, a general gaming audience convention where more casual fans are, make some sense. Or to put it differently, more people would have cared about Billy than Kevin, regardless of where he was revealed, but only the FGC would have cared about Kevin while many Chinajoy visitors wouldn't even know him. 3rd possibility is that they didn't want to overshadow Mature and Vice KoF return.
Thing is, Billy is 11 years older than "literally every other iteration of Billy so far" so him having a new look isn't too shocking. I mean we were able to adapt to Garou Terry didn't we?

If you compare city street stages like this to that from Street Fighter for example, SF's stages are really tight with no dead space and in general they're just more interesting to look at. I felt like this was the biggest flaw in KOF 15 and the same seems to carry over to Garou.

No Billy does look like that if you look at his KOF-15 model. You add some face hair and then give him some hair that he has had in the past when he's taking his bandana off and he actually looks like he would if he did get older.
