Amadea was anchored in St. Maarten when we left for home on 3/4/22. She was next to Eclipse in Simpson Bay. We watched Eclipse head out to sea on 3/3/22. Amadea never had AIS on the entire time we were there. Info to share.

Q these very expensive yachts must have Lloyds of London type Insurance. Does Switching off AIS and avoiding Sanctions void policies? No matter where these yachts dock the countries involved will be under international pressure to aid their seizure.
P&I clubs are all pulling insurance for those they suspect have Russian beneficial ownership or are subject to sanctions - most of these vessels are heading to jurisdictions with no extradition etc so sanctions won't be enforced, but they're still pretty isolated right now as reputable bunker traders won't go near them. The major problem with pulling insurance etc is that the insurers need to confirm who the ultimate beneficial owner is and due to the layered ownership of these vessels and use of plate companies etc it's hard to prove and takes time to follow the paper trails so it's a slower process to prove ownership. These Russian oligarchs basically have a head start over the enforcement due to knowing they'll be targeted as a designated person.

Swapping out engines for sails and sailing downwind onto a lee shore at night with nobody on watch would be a huge safety risk. Turning off AIS is not.

Lack of components and service will see them rot at anchor. US and EU regulators need to look for attempts to source components via third party entities.
The yachts can't "disappear". If they turn off AIS port authorities will radio them when they pick them up on radar and ask them to identify. They can be fined for not having AIS on. AIS only worked within VHF range anyway. At sea ships have an LRIT (long range identification terminal) that is part of GMDSS satellite system for global location and identification, but this data is not publicly accessible like AIS. The yachts can go to sea, but they need to re-fuel at some point. These 100m+ need a lot of fuel so it's usually a commercial port. They can't hide forever.
The Problem is you need to get to russia or China all other nations are against the war. So finding a Port can be expensive..... but i think with some money they find a way. Poor guys so much trouble :) i allways cry on my super yach
Not to mention the over one thousand satellites that are constantly taking photos and video of the planet 24/7 that, if someone wanted to watch where boats like these are going (even without any communications) it’s fairly trivial...
Even if they manage to escape to Russian waters, the sanctions have still worked - The whole idea of boats like this is to cruise for example St. Tropez to Porto Cervo, throw money around at Club Billionaire and show off...If they can't enjoy the freedom that a yacht offers and can't enjoy showing off in the beautiful coastlines, but instead banished to Russian waters then so be it. They will also struggle to get decent crew and the standards of maintenance, service, support, and equipment they have been used to. The whole experience will lose luster. Well, they can still cruise and dock in non-sanctioning territories like Brazil, Argentina, India, S.Africa, China, Vietnam, etc. We have to remember most of the world are not sanctioning Russia.

The Amadea has been spotted in the Atlantic Ocean's Canadian waters towards the St. Lawrence River into Lake Ontario where it will be concealed at the Port Weller Dry Docks until the Welland Canal re-opens in the spring. That is when it will continue it's journey towards Lake Erie, and Buffalo New York

The rumor is that it was done by the crew on Ragnar. You can goolge "internet cable cut in Sbalbard". The information about Ragnar doing it was from Dr Pippa Malmgen who was a former advisor to the white house. Ragnar looks like a military vessel and it was strange that it was up in the area when the cable was cut and it was strange that the Norway military was all over the vessel. You need to setup a Signal, WhatsApp, or Telegram account if you want people on Russian boats to give you info. I'd be worried all data, especially in crew quarters is monitored. At least a "secured" app gives a little security from untrained people reviewing data.

Airplane pilots in the U.S. are required to follow FAA regulations in the operation of an aircraft. For example, intentionally becoming "lost" by turning off a required identifying transponder subjects the pilot to regulatory action and possible loss of individual license. Are boat captains licensed and subject to regulations regarded the AIS? I assume so. Without licensed operators, can the vessels move? Go for the captains who turn off AIS?

I saw the Amadea in Sint Maarten during a stay there Feb 14 to 21. Also, the Eclipse, Abramovich monster yacht was parked in Simpson Bay in St. Maarten the whole time I was there.

I could just see the condemnation if a military ship sunk an unarmed civilian vessel........ that would go down really well..... what happens to the ones seized? Does the seizing country just pay dockage and upkeep fees for the duration of the sanctions, and then give it back to the owner? Sell it at auction, and use the money to buy arms and other aid for Ukraine? Somehow, I don't think the price of these yachts will fall into my price range. I have a hypothetical question, for example if Dilbar was ever auctioned off as an arrested asset of the government, for say,.. $300 million, (just as an example) would the yearly running costs still be based on the $600 million or the $300 million value. With the rough yearly running costs at about 10% of the value. Thanks in advance.
They are based on the NEW boat value always. So the $600 million price. Think about it this way. If you sold Dilbar to a new owner for $1 the day after it was made would it change the running costs? No. It would still require over $50million a year if you traveled a lot and used the boat frequently. With a skeleton crew and absolutely no travel you could run that yacht for under $20million easily. In dry dock with no power even less. With refits and major service your annual costs will spike some years as well. A major redesign of something like Dilbar could easily put you over $100million for the entire year. The amount of people willing to purchase Dilbar if it was auctioned can probably be counted on one hand.
Running costs are still running costs regardless of the estimated or actual value of anything not just vessels. Engines have maintenance schedules etc, everything has schedules for maintenance.... so running costs are always there. The reason it is most often worked against the initial cost of in this case a Vessel is the fact that the more you spend in building a superyacht then the more bigger and more expensive are those items on those vessels eg engines.... the engines you need for say a 145m yacht is not the same engines you would need for a 30m yacht as an example.
I really have a hard time shedding a tear for these guys. As for the disappearing yachts maybe they backed them in without the plug. lol I've seen that at the local boat ramp. :)

Sanctions "freeze" the assets and interfere with business transactions. In the United States individuals subject to sanctions can appeal that status. Also, in the US, the property has to be within the jurisdiction of the United States. The legal basis is, "You represent a national security risk, we add you to our list and no one can do business with you and we're going to hold everything you have in our jurisdictions so you can't make money by selling those assets or transferring that money." EU may be different?
Ex- Russian President/Prime Minister Dimitry Medvedev’s 32m yacht m/y Fotinia is said to be in storage over winter near city of Kotka in Finland. According to Finnish newoutlet Helsingin Sanomat has found documents indicating that Finnish authorities are looking for the vessel with attention to take hold of it.
Vessel is made by Princess in 2015. Vessel was stores over winter in same location last winter and spend summer in Russia, has also been photographed moored infront of Medvedevs datša (russian for villa)
US Navy should seize all of these super yachts when they are docked or sailing in international waters. USA has the right to seize these ships wherever they are found.

In addition to being out of reach of sanctions, sadly (like the Maldives) the Seychelles are not a signatory to the 1952 Arrest Convention. In effect, this would make arresting Nord in the Seychelles for any civil claims much less straightforward (likely impossible). I suspect that Nord’s advisors knew this before sailing there.
Nothing stopping a US, French or Royal Navy etc sailing up to the Maldives and Seychelles and seizing the yachts. I think both the Seychelles and the Maldives rely on western tourism to survive.

I wouldn't say a huge safety risk. AIS hasn't been around that long considering other navigational instruments.

This qualifies you as fuelish.
Lack of components and service will see them rot at anchor. US and EU regulators need to look for attempts to source components via third party entities.
The yachts can't "disappear". If they turn off AIS port authorities will radio them when they pick them up on radar and ask them to identify. They can be fined for not having AIS on.
AIS only worked within VHF range anyway. At sea ships have an LRIT (long range identification terminal) that is part of GMDSS satellite system for global location and identification, but this data is not publicly accessible like AIS.
The yachts can go to sea, but they need to re-fuel at some point. These 100m+ need a lot of fuel so it's usually a commercial port. They can't hide forever.
And I hear a lot of these yachts are having trouble finding places that will sell them fuel
The Problem is you need to get to russia or China all other nations are against the war. So finding a Port can be expensive..... but i think with some money they find a way. Poor guys so much trouble :) i allways cry on my super yach

Even if they manage to escape to Russian waters, the sanctions have still worked - The whole idea of boats like this is to cruise for example St. Tropez to Porto Cervo, throw money around at Club Billionaire and show off...If they can't enjoy the freedom that a yacht offers and can't enjoy showing off in the beautiful coastlines, but instead banished to Russian waters then so be it. They will also struggle to get decent crew and the standards of maintenance, service, support, and equipment they have been used to. The whole experience will lose luster. And when that happens - good luck selling my kleptocratic friends! No one is being an ex. Putin warlord yacht, even if you could get them to travel to Russia for the viewing and sea trail!

Running with your AIS off could be grounds to be stopped, boarded and vessel seized. The Navy could declare it a threat to safe navigation and impound the vessel and arrest the crew.

The Amadea has been spotted in the Atlantic Ocean's Canadian waters towards the St. Lawrence River into Lake Ontario where it will be concealed at the Port Weller Dry Docks until the Welland Canal re-opens in the spring. That is when it will continue it's journey towards Lake Erie, and Buffalo New York

The rumor is that it was done by the crew on Ragnar. You can goolge "internet cable cut in Sbalbard". The information about Ragnar doing it was from Dr Pippa Malmgen who was a former advisor to the white house. Ragnar looks like a military vessel and it was strange that it was up in the area when the cable was cut and it was strange that the Norway military was all over the vessel.

You need to setup a Signal, WhatsApp, or Telegram account if you want people on Russian boats to give you info. I'd be worried all data, especially in crew quarters is monitored. At least a "secured" app gives a little security from untrained people reviewing data.

My first thought is that they should be easily visible from satellites
Airplane pilots in the U.S. are required to follow FAA regulations in the operation of an aircraft. For example, intentionally becoming "lost" by turning off a required identifying transponder subjects the pilot to regulatory action and possible loss of individual license. Are boat captains licensed and subject to regulations regarded the AIS? I assume so. Without licensed operators, can the vessels move? Go for the captains who turn off AIS?

It depends on the port and the type of vessel. Many ports have Harbourmasters. Boaters need to have licenses for specific ports / harbours.

I could just see the condemnation if a military ship sunk an unarmed civilian vessel........ that would go down really well..... The vessels themselves are not sanctioned the owners of those vessels are, the vessels/ aircraft etc are a byproduct of those sanctions.... in international waters.... you are bordering very closely to piracy if you tried to seize that vessel. In a countries territorial waters different that country then has jurisdiction to hold vessels, for further considerations and or actions.

I have a hypothetical question, for example if Dilbar was ever auctioned off as an arrested asset of the government, for say,.. $300 million, (just as an example) would the yearly running costs still be based on the $600 million or the $300 million value. With the rough yearly running costs at about 10% of the value. Thanks in advance.
They are based on the NEW boat value always. So the $600 million price. Think about it this way. If you sold Dilbar to a new owner for $1 the day after it was made would it change the running costs? No. It would still require over $50million a year if you traveled a lot and used the boat frequently. With a skeleton crew and absolutely no travel you could run that yacht for under $20million easily. In dry dock with no power even less.
With refits and major service your annual costs will spike some years as well. A major redesign of something like Dilbar could easily put you over $100million for the entire year. The amount of people willing to purchase Dilbar if it was auctioned can probably be counted on one hand.
Running costs are still running costs regardless of the estimated or actual value of anything not just vessels. Engines have maintenance schedules etc, everything has schedules for maintenance.... so running costs are always there. The reason it is most often worked against the initial cost of in this case a Vessel is the fact that the more you spend in building a superyacht then the more bigger and more expensive are those items on those vessels eg engines.... the engines you need for say a 145m yacht is not the same engines you would need for a 30m yacht as an example.

Don't think I'm letting other superyacht owners off the hook anyone who's very wealthy, almost all have dodgy dealings. I went to school with the sons of two billionaires and sure enough they got rich through purposefully lax safety standards to increase profits in their factory, which inevitably lead to workers losing limbs.

Sanctions "freeze" the assets and interfere with business transactions. In the United States individuals subject to sanctions can appeal that status. Also, in the US, the property has to be within the jurisdiction of the United States. The legal basis is, "You represent a national security risk, we add you to our list and no one can do business with you and we're going to hold everything you have in our jurisdictions so you can't make money by selling those assets or transferring that money."

According to Finnish newoutlet Helsingin Sanomat has found documents indicating that Finnish authorities are looking for the vessel with attention to take hold of it.
Vessel is made by Princess in 2015. Vessel was stores over winter in same location last winter and spend summer in Russia, has also been photographed moored infront of Medvedevs datša (russian for villa)
US Navy should seize all of these super yachts when they are docked or sailing in international waters. USA has the right to seize these ships wherever they are found.
So this means that many of those yachts are passing, or already passed the Suez Canal. Is anything filmed or reported from there?
Im assuming Baltic and Black Sea ports are out of the question, would Pacific Russian ports be the next choice? And if so would these yachts have the fuel capacity to reach Pacific Russian ports?
I am thinking most max out at 7000nm ish. Water is made, fish can be caught :), but long term... Big money can buy poor government salaries, especially where they seem to be going.

In addition to being out of reach of sanctions, sadly (like the Maldives) the Seychelles are not a signatory to the 1952 Arrest Convention. In effect, this would make arresting Nord in the Seychelles for any civil claims much less straightforward (likely impossible). I suspect that Nord’s advisors knew this before sailing there.
Nothing stopping a US, French or Royal Navy etc sailing up to the Maldives and Seychelles and seizing the yachts. I think both the Seychelles and the Maldives rely on western tourism to survive.
