Instead of becoming a Soviet Oblast within the Russian Soviet Republic, it was instead used to make a Jewish Oblast that later became independent once the Soviet Union had fallen? This leadership might expand, but they would probably pick someone like Yeltsin over Putin with Yeltsin possibly being succeeded by Medvedev who albeit a Putin lacky may develop closer ties to the West and does something Gorbachev couldn't as the Soviet Union is in a stronger position and having saved the Jews could weather its crimes in Ukraine more easily. It would have a shaky situation, certainly, but it would be able to manage itself through reforms to remain intact.
