I'm an ex Military Police Officer Anti Corruption Unit in the northeastern India ...... I agree with you , these things starts from corruption during the recruitment process ..... They take loans to get recruited and they take bribes to pay back their loans and when they see the huge difference of salary between the Senior Officers and the Junior Officers who are the backbone of the force ...... It's very difficult to change the the mindset of the entire force but if the common people use dashcam or mobile phone camera when a corrupted cop ask for bribes and show the court the footage of officer asking for bribe so that you can prosecute the the corrupt cops , otherwise your government can set bodycams in their uniform so that corrupt officers know they would get caught by the bodycam in their uniform and Your court can prosecute them by the footage of their bodycam, which they can't switch off by their own ..... I think you need to drive a campaign against the Police Corruption and ask the civilians to switch on their mobile cams in the Traffic Junctures or Police check posts in the highway ......
