Perhaps there may not be commercial singing coaches near you. But I bet there are people who love to sing and have experience in choirs etc. Perhaps instead of looking for established vocal coaches you could put an advert seeking someone that can help you. There may be many people who never thought of coaching : ) Or maybe, there will be some singers or vocal coaches who don't advertise. If nothing else, you might simply find a singing buddy... or you might get invited to go to practice with a small local choir who are looking to cultivate new singers. You never know unless you ask publicly. Even if there are no coaches, at least you're making local contacts : ) Lastly. I think you can find vocal coaches online! You might need a webcam so they can see what you're doing on a video call.

C2-B4 Bass/Baritone ... but I get a lot of tension in my throat outside of E2 and F4! So... neither? Well, that's disappointing : / But then, I don't sing. Maybe if I practiced each day my range would open up a little more. Also, I smoke! If I stopped, I think it would change my voice a lot.
I'm guessing but it might just be lack of practice, and holding too much tension in your throat. When I first tried I had almost no range at all and my throat always seemed very tight. Practicing scales whilst focusing on a good posture and a relaxed throat, really helped. Singing got less tiring and my range started opening up magically. Like you I was less than an octave when I started watching youtube videos. I still have very poor breath control (heavy smoker) but I can do scales now... C2-B4 Bass/Baritone. It took 2 weeks to really see a lot of benefit from the scales and exercises. I think almost all of that benefit came from finally learning to relax my throat. So, relax... let your shoulders fall... try to remain nice and loose in your throat, you're never going to 'squeeze' the notes out by force. Don't worry about pushing the range too much, just stay where you're comfortable at first and focus on lowering the tension in your throat till those notes feel very confident, easy and relaxed. I believe the range will then start to extend itself naturally. If you can yawn, yawn deeply and loudly ; )
F2 to G#4 with actual voice. What type of voice is that? I can do E2 to A4 if I force it, but it's not with much voice. So, I don't think that counts. Edit; I could be confusing F2-G#4 with F3-G#5....

It can, yes! I know this because my ex-girlfriend didn't have much range till she was convinced to join a choir... the practice helped her develop an amazing range! Some of it was just teaching the voice mechanics... some of it was just about becoming more relaxed and confident. But, yes, your range can increase with practice and by learning to apply proper technique.
Oooh Falsetto? I'm SO envious... I just can't seem to flip into falsetto no matter how much I try : / I just reach a point where I flip into silent air, lol. It's just completely voiceless 'up there' : ( But hey... the good thing about silent falsetto is that I can listen to Sam Tomkins singing 'Lose it all' - and just pretend : )))))

There are many things to correct. But start thinking about your air flow to stabilize the low notes.
