So hard reset the phone then u go in to privacy policy. Sometimes you'll be able to get into the Internet by holding letters down to highlight them. And it'll say we search. Other times in the privacy policy youtube will have a link. Go to TH-cam from there go to settings remove previous google account and add your email.

what is the difference between doing this vs going into the settings? does resetting from the recovery mode provide any deeper level of wiping out data? Or is it just there so if you cant boot into android due to corruption or something you have that option?

it is helpful when you forget your phone's password and you cannot reset or recover it back. In order to unlock your phone, this trick might be helpful. And it helped mine too
