dev could just implement a collision annoyance system. doesn't make sense that neutral ships don't get pissed at you for repeatedly hitting them. have a variable that counts how many collisions your ship has had with another and once it exceeds a certain amount trigger the wanted system. makes perfect sense for factions to apprehend people harassing their ships and generally driving badly.
