I didn't really move the clouds, I just placed them closer to the camera in the z axes so once I moved the camera forward it appears as if the clouds were moving. Please consider subscribing for more similar content.

can I do it with ipad? is there an app that does it?
I'm not sure but I don't think so. You'll need after effects and I don't think you can use after effects on an ipad
