Crystal Gems whose gemstones were destroyed during battle with Homeworld loyalists, and their armor preserved as both memorials and as a reserve 2. Human allies of the Crystal Gems who died in action against Homeworld (implied by Greg's words to Steven in The Return, and possibly paralleled by the Watermelon Stevens fighting Malachite) 3. Human warriors of the post-Rebellion era, who'd somehow earned Rose Quartz's admiration Humans wouldn't have had the technology to create plate armor for at least a few thousand years after the end of the Crystal Gem rebellion, and not of this sophistication and variety for a few thousand years more. So, either these were Gem-created before and during the rebellion, or made by humans only in the past millennium. I think much more likely that these are Gem-made, since probably only Rose Quartz would care about collecting human armor, and her items would have been kept either in the pocket dimension or her junkyard. Additionally, Gem armor would have been deemed useful by Pearl, and readily agree with Rose keeping them safe against a possible return of Homeworld, just like the Quartazine Trio of light cannons. While it's possible that these suits were utilized by Gem shards as automatons, I'd have a couple of caveats against this being their exclusive use. One, if the use of Gem shard automatons was proved to be self-defeating, then there's presumably be no need to keep armor suits in Rose's "secret" armory; they'd be tossed into the junkyard or some part of the Crystal Temple as basically useless except for sentimental value. Two, Gems' hard-light bodies can be poofed as easily as human bodies can be fatally damaged, so it makes sense that at least some Gem warriors would wear protection in battle, and consequently the use of Gem armor would not be restricted to automatons.

I don't think gems wore the armor, I think they were worn by humans throughout history of the war that Rose encountered. Maybe past love interests. Why would they be kept secret? They would've probably been in the temple then unless they were fallen human soldiers. Rose would've felt bad/guilty for them falling in war for her and her mission. This was probably her way of paying respects.

How would the shard's tell who their side is (Because Rose would've fought against some of the gems she (as Pink Diamond) created for taking over earth. Feels like the Gem Shards used to possess stiff and the Armor of the Fallen are seperate concepts. The armor seem to be that of humans. Like, no real openings to accommodate for gems either on like 80% of possible gem placements. Edit: though... Bismuth's armor doesn't either. But it could be just because she doesn't need to summon a weapon.

You assume that only gems fought in the Gem war. However in one of the episode where Garnet was explaining the gem war to Steven ( I believe it may have been “Serious Steven”) Garnet says that “Countless gems and Humans list their lives”. If I remember what Garnet said correctly, it would mean that humans also fought along slide the crystal gems. In the episode with the “Armor of the Fallen” it would seem that the armor could have been foraged by humans since gems don’t really wear armor. I’ve always assumed that they’re were the armor of the fallen humans who gave there lives to fight for their planet and the Freemason of gems who rebelled against homeworld. It just seemed like a more meaningful reason( something Rebecca Sugar would do) than for the armor to belong to Gems.
The fallen are a race commonly seen on the planet earth in the games, Destiny, and Destiny 2. The fallen contains different houses, which vary greatly. An example of these Houses are the House of Wolves, House of Judgement, House of Dusk, House of Rain, etc. The ranking system in these Houses go like this, Kell, Captain, Vandal, Shank and Dreg are on the same level.

What's interesting about this theory is that it shows how the Cluster could have become normalized. First they utilized gem shards as furnishing around homeworld, then as drone soldiers, and finally as gem mutants and the bioweapon Cluster.
