Despite the fact that 18th Amnedment restored the federal parliamentary democratic spirit of the 1973 constution ,it was unable to disturb the preserved hegemonic position of Punjab which was frozen in perpetuity in the 1973 constution.Pakistan has to move towards consociational model of democracy in order to move forward.Tyranny of the majority enshrined in the 1973 constiution is harming the polity and society.
“Lack of ownership.” No. “Lack of responsibility for the fellow man.” The mind of a Muslim colonial is too narrow. The narrowness is ingrained because of the burden of history. Example. Men of Punjab never saw and felt the presence of Bengal. Looting and plundering the resources of Bengal for the benefit of the interest of West Pakistan never registered. No sense of responsibility towards East Pakistan. No idea of what constitutes freedom. No idea that freedom means responsibility. Having been enslaved for centuries, a colonial mind never bothered to stretch. Baluchistan offers one more example of the absence of responsibility Pakistan displays towards the people of Baluchistan. State rights. Federalism. Too complicated for a feeble mind of the Muslims.
