I heard a fine cheesecloth works well to get a more clothlike look, have you had any experience with that?

You would have to glue it to have it stick in a certain direction, so it does just flop around. Other then that I don't see why not

I also hear PVA on the banner works well

Like instead of the sealant?

@@Commandocheif99 As in you brush or soak the paper in PVA and then shape it the way you want. It'll then hold that shape when it dries. You can put a sealant on after that, but the PVA can give it a good shape to make it look like it is waving.
