There are many ways.
Best one which we think more appropriate is that you should use 1 more APFC relay.
If there can be one standby source, then there should be one standby APFC relay also.

Yes.
8 step apfc relay can be used to operate 12 step Panel in following ways-
1. If connected normally then only 8 steps will be used and 4 steps will remain unconnected.
2. You can parallel connect two capacitor banks to make it one bank. In this way 12 steps can be grouped to 8 steps and then 8 step relay can operate all capacitors.
