I have to doublecheck this but i have a faint memory of doing this. I prefeer these editors (desktop versions) for patch management in most case of use.
The answer is yes you can rearrang programs with soundtower editor (the stand alone version). However this was a bit confusing to get the head around but easy once understood. The most easy way is to use the "phantom program banks" view in the program. To explain it very simple is that this view brings up an empty list where you can cherry pick programs all over the synth into a "bank file" to your harddrive on computer. Once satisfied over this list you can dump it right into a desired bank on the synthesizer. I think but not sure.... the whole idea with phantom programs are that we can compose bank files with all the programs we want. easy load them right into the machine when we want them. They also have a "librarian" view in the editor. But I think if fills another purpose more to be able to organize patches by cathegory and save them to bank files etc. However this was first time I tried this method and I have to say I enjoy the way phantom program works. Please whatever you do make sure to backup your instrument before you go wild with the editor :) It's way to easy to make mistakes in the beginning. Not to say this in a negative way but be prepared that soundtower can have minor bugs here and there since they are a small company. I honestly think they do a good job for their amount of resources. That works differently to what I'm used to with my other synths that come with factory libarians like my Prologue 16, Hydrasynth and Polybrute, where you just import all the banks, and then drag and drop patches to rearrange them, save and dump back into synth. But the end result is the same
