PSA Mojang _DID NOT_ fully implement the Villager trading rework you can still get mending the old way on any librarian villager and I have confirmed this myself. the code for the rework is in the game but it has to be manually enabled.
@@3bo_ody1.1 by code i meant the coding that allows it to function, but to enable it there is an "experimental data pack" for java, where and how it's obtained I don't know, and for bedrock it is in settings under "Experiments" suposedly

Same I think you have to do the trade and upgrade them to master while being in a swamp as all my villagers I’ve moved from a swamp to a different biome and are giving name tags , upgrade them in a swamp biome I think
You might not have Villager trade balancing turned on, it can only turn on when creating a new world, after that you can go to a swamp biome and bring a villager and level him to MASTER and you will get Mending 100% of the time..
Mojang made this update cause they thought thar mending is very easy to get and it is kinda over powered. So, it is obviously very hard. Nothing to do with this 😢

Now its so painful to breed a villager in swamp or transport and breed them and swamp are mostly rare to find
im in a snow biome and my villager has mending. its a new world that i made on 1.21 as well
