I don't think this guy had anything unprescribed, besides the alcohol. I've seen this exact behaviour before. Someone in a bad place mentally, trying to use alcohol to dispel what is bothering them. More of a danger to themselves than anyone around them, you can hear him crying and saying "I just want to die" at the end. It's more upsetting and callous that they filmed him for TV and cracked jokes about it.

I’m afraid Ben they did not illegally detain him. He was arrested by the door staff under S24A of PACE due to his assaultive behaviour and to prevent a breach of the peace under common law. Door supervisors being members of the public have this power as does any member of the public and by using reasonable force to eject the male under the licensing act 2003 (for being drunk and/or disorderly) and the restraint and use of handcuffs falls under S3 of the criminal law act as a use of force option to prevent harm coming to the subject and protect other members of the public. It may also be argued that the restraint was also lawful under the human rights act (article 2 the right to life) and although his Article 5 right has been removed as a qualified right - the detention was lawful as to protect himself and others from harm and was the least restrictive option in my professional opinion. (SIA Door supervision instructor, Handcuffing, control and restraint and PMVA and conflict management instructor with nearly 10 years operational experience in the security industry).

Handcuffs are only a temporary restraint device if used properly - however if you carried them with the intention of using them as a weapon or a commission of another offence then that would be taken into consideration. The justification is they felt it was required so a police officer could take custody of him to render him liable for to awnsering of an offence. Door staff in this instance would have been well within their rights to transport the male in handcuffs to the edge of their premises or to a police car, unhandcuff him and once he had calmed down be released - however the option of de arrest is usually left to the police.
