I know people in CA, this kind of rain happens every 7 to 10 years. Just enough time for people to forget what heavy rain is like and how to prepare for it. Last time it happened was about 7 years ago and my friend was driving on the highway while it was raining heavily. He didn't know they were going to get so much rain so his car ended up getting flooded and he had to leave it behind. The water was several feet high.
