I've had one like that before, they're often sold as IDE power supplies. From memory the switching transistor blew in mine but it did the exact same thing as yours. Blew the fuse and burned one of the primary traces, can't remember if it also tripped the breaker. Looks like on yours the octocoupler had a misshap but the result is the same 🔥
Sadly, manufacturing in China is not subject to the same regulations as in Europe and varies from superb to suspect. I bought a PC sound card on eBay which simply buzzed with the activity of the processor.
I think I'd much rather buy and build in something halfway decent like a Meanwell RD50A or RD65A and know my precious 1541 wasn't about to be cooked by a really cheap self oscillating PSU with some very dubious clearances on the PCB
the component (with 4 legs) between the primary and secondary side is an opto coupler for feed back for controlling the output voltage.

It's always been quite warm, so I always expected it to fail.
Yes, it's an IDE power supply with output changed to DIN plug. They are dirt cheap at ebay or aliexpress.

Looks like a Meanwell unit is in your future... hope this didn't damage your drive.
It could have damaged both the drive and the C128 I had connected, but luckily no damage

If I remember correctly, it was a cheap Chinese psu or charger that set "Mark Fixes Things" house on fire a couple of years ago.

Yep a very suspect design since there is no separation between high and low sides (spark gaps).

There’s a company that makes a heavy duty PSU which can drive both a C64 and a 1541 from one box with two cables.
