I had the same problem. It is a ground issue. reground the black with green stripe to the body just below the windshield. I used a splice connector so I did not cut the wire.
...its been 2 years now ... what are the UPDATE results ? Reconnecting the main plug behind the instrument cluster with superglue fix the gauges to now work after every fuse proved to be good OR did this not work and still have no working instrument gauges ?

Bryon Hills a ground issue? I was getting no power so I connected it to other source of power that i saw in a youtube video
