Itachi was the man whose Genjutsu was top level, Ninjutsu was top level, add his taijutsu that can go toe to toe with KMC1 Naruto. Add his intelligence, knowledge and wisdom and you have the perfect Shinobi. Kishimoto had to nerf him with a disease and get him out of the story.
I believe is Itachi's level here, they are definitely evenly matched but Itachi is far more experienced and resourseful. Nagato is on another league, outside Hashirama and Madara, I don't even believe Minato or Tobirama are that OP
