Algae and seaweed make the most sense. We won't have enough agricultural waste to have enough biofuel and using food sources for biofuel will make issue of food shortage while putting stress on land and water. On the other hand algae will help in cleaning industrial waste water and also capture a large amount of C02. So, they are carbon nuetral and more importantly water nuetral (industrial water can be used to grow algae in case of land based algae and seaweed can be grown in seawater).
