You could view it as samsara in Buddhism, the beginningless cycle of repeated birth, mundane existence and dying again. So it is literally a never ending loop with the mask at the end symbolizing life and rebirth. But it could also be viewed as a manifestation of the ceaseless striving that the majority of people do in their everyday lives. Always searching for something new that will give them happiness and pleasure, they are always running and searching, going and going and going, hoping for that new thing that will make everything alright. The ending could symbolize that all of that striving was essentially for nothing, that they're in exactly the same place as the beginning, picking up the mask again. I'm betting on the latter interpretation because most Zen Buddhists reject samsara, it seems like it's a much more down to earth view of modern society and people's role in it rather then a religious theme. The masks, the dull grey outlines of people wearing business suits, running around and around life, it seems to match the pace of the song much better. But that's just my interpretation, it could mean anything else.
