HPD Chief Finner retires amid HPD suspended incident report scandal

A short email sent to HPD staff Tuesdya contained two key piece of information. First, HPD Chief Finner was being allowed to retire, second, executive assistant chief Satterwhite would become the acting chief effective immediately.
That’s the story that has rocked the day but a bigger issue still remains, the quarter million incident reports never investigated.
