Should have been 5.5 fluid oz. You mentioned you used a scale which would mean you measured the mass instead of the fluid volume. May want to check your fluid level.

Why do some people just change the spring and some change the dampening rod? What does the dampening rod do?
Longer rods give the springs more distance to travel. Usually want to do both together if you can

Hey I was wondering if you needed damping rods if your getting heavier shocks for the front
I’m having trouble tightening my dampening Rod when I try to it just spins inside the fork

If I put new dampening rods in and new springs. Can I use the same fork oil that came out. My bike is like brand new. 2 months old
I personally would use new heavier oil
