Just one suggestion, could be a solution to keep on dividing the country in North, East and West Sudan, as it is already South Sudan. Then Central Sudan will be a little country with less power and will face the risk of fighting with other army of each new country. This way instead of having 75,000 or more than 100.000 abandon the country as refugee you will have soldiers well trained with EU new fancy weapons, for exmple. Why I'm speaking this way? Because for war gevernments always find money but to help people ofcourse not. War is a business. With my method at least people will have a chance to die fighting for they land.
