The bushing is designed to lessen pressure on the metal parts connected to it. The bushing is also a safety part. If you put to stiff of a part, it only transfer the vibration and shock to the metal parts, which in time creates micro cracks. If you take a sudden shock to the side of the wheel, and these micro cracks are present, you will lose steering. Now these softer bushings can absorb a tested tollerance while protecting the rack and pinion. It is possible to have worn bushings, cheaper to replace and still be able to steer out of danger because your rack and pinion is still in tack.

Its designed to be like that to absorb vibrations and shock when you turn. If they wanted it to be rigid they would have bolted it directly to the cross member. its cheaper to replace 2 bushings than the steering assembly.
Correct Sir, bushing is designed from what you have mentioned. But it should move very minimal not too excessively. Long term effect of this excessive movement will cause steering issue, the alignment which affect its manoeuvre ability and the most pricey one is to your steering rack and pinion assembly. I can attest to this because I have experienced it first hand.
