Green bottle are the beer from France that max and paddy went to get,as the Pheonix hasn’t a permit for brewery beer etc…
She's pretending to pull a pint while secretly pouring the beer out of a bottle - because they don't have supplies from the brewery. The DSS was "The Department of Social Services", now the Department of Work and Pensions. The DSS would pay out unemployment benefits.
Department of Social Security I think griff... but certainly replaced by Work & Pensions around the time this great series was being made.

Cocktail was a weird one. Soon every daytime tv show had a segment, it lasted way too long.
If KB misses a few of the subtle jokes, don't knock him for it...there's so many it's difficult NOT to miss on first watch, and I'm sure most of us have seen this series multiple times. I have and i missed fair few first watch too. That's not saying much though... baaah.
