I think the comparison with the Tempest is a little misrepresented of both units, because from what I understand from EA the Tempest is just a water polisher to go after an existing filter system, mainly for larger ponds, hence the larger sizes and higher flow rates, whereas the Surge is a stand alone filter for small ponds or quarantine system/grow on tanks/hospital tanks. The two units do completely different jobs, so the comparison could serve to confuse.

would of thought with the cost of it it would of come with the option to hard pipe the flow pipes without buying a 1 inch ball valve and splitting it
I do think it should be possible to screw in an adapter into the ball valves that fits 1.5 inch pressure pipe.
